Bistrots in 17th plus recommended bars with a view

Can anyone recommend a good value bistrot in 17th (relatively close to Etoile)...

Also, a bar with a great view to celebrate a friends birhthday.

I haven%26#39;t been but have read that the Hotel Concorde la Fayette (17th arr) has a bar/lounge with fantastic view. I have been up the Tour Montparnasse, which has a snack bar on 56th fl. and a restaurant - - not sure if there is also just a bar area.
