Brittany/Normandy without car

Is it possible to create an enjoyable and reasonable itinerary in these regions without the use of a rental car? Ultimately, we would travel on to Brugge or Brussels. Starting point is Rennes with 1 week between. Thanks for any ideas/recommendations or a response that tells me it is unreasonable to go without a car.

Although, according to my maps, there are train lines covering parts of Brittany and Normandy, the train routes are limited compared to what these lovely areas have to offer.

You certainly CAN get around by train to some extent, but IMO you will fare much better hiring a car, as you will be able to go to far more interesting places.
